Tackling climate change crucially depends on emissions reductions in emerging and developing countries. At the same time, emerging economies like China and India grow fast so that their carbon emissions increase. The challenge is to decouple economic growth and resource use. Others countries, for example in Sub-Sahara Africa, are stuck in poverty and hit by climate change. The challenge is to lift those countries up to a better development path. Moreover, coastal regions and islands are under risk of flooding so that life might become impossible there. Conflicts and migration are possible consequences.
Against this backdrop, it is in the first step necessary to get a clearer picture of the climate change risks in different developing regions. It is in the second step necessary to think about the potential of climate mitigation and adaptation measures to reduce these risks. One can, for example, think about different climate policy schemes and their impacts on developing countries under fairness aspects. Or about ways to finance the expansion of renewable energies in developing countries. Or about ways to finance adaptation projects. Since developing countries lack advanced technologies, we also need to think about market-based mechanisms of international technology diffusion and policy instruments to support technology transfer. These instruments are for example green technology funds, a future Clean Development Mechanism or intellectual property rights.

Bemerkungen:
The course is held in English. Seminar papers and presentations are preferably, but not necessarily written in English. Two introductory Lectures/meetings will take place at the beginning of the lecture period. The final presentations by the students will take place about one month beforethe end of the lecture period.

This course introduces and operationalizes the notion of sustainability from an economic perspective. It provides students with the theoretical basis of sustainability as inter- and intra-generational issues, and elaborates how sustainability can be operationalized in an economic context. The course covers a range of topics focusing on the interactions between economic growth, development, and the environment. Development issues such as population growth, urbanization, and migration as well as environmental problems such as depletion of natural resources and degradation of environmental quality are taken into account. The lectures are designed in an interactive way, including theories, case studies, exercises, and student presentations.

The course »Water Economics« provides an introduction into the economics of water use and water resource management. The following topics will be covered: The fundamentals of water supply and water utilization against the background of the limited availability of and increasing pressure on water resources world-wide, input-output evaluation methods, water as a public versus private good, institutions and payment/funding systems for effective water supply and water utilization, the role of water-related policies such as the EU-water directives.
The course will be supplemented with case studies from developing countries, describing water resource management programs, their objectives, scale, implementation challenges, and effects.
Bemerkungen:
The course will be held in English. Exam students are free to choose between English and German.

Analysis and assessment of agricultural policies and specific policy measures in a globalizing world; special emphasis will be put on the Common Agricultural Policy (CAP) of the EU and the agricultural policy of the USA, but also agricultural policies in selected developing countries will be looked at. Related policies like consumer protection or environmental policies will be included in the analysis. The framework for national agricultural policies is given by international agreements like those of the World Trade Organization (WTO) – these will be described and analyzed in detail – with objectives, different country positions and recent developments in the »Doha Development Round«. Elaboration on environmental aspects of agricultural and trade policies.

This course will provide a description of the performance of the German economy in the past and an analysis of its recent development. A special focus will be given to institutions and regulations. The following topics will be included: some historical backgrounds, the economic system and its sector, the German labor market, constitutional elements of the social security system, Germanys integration into the European Union, its development and institutions, and the World Economy. Classwork will refer to aspects of the cultural, political and educational systems and policy integration.

This course will provide basic German language skills as well as insights in German business administration, culture and history. In particular, the lectures taught during a 3-day-excursion to Berlin provide insights into German culture, politics and history. Students are required to make presentations, to prepare case studies, and to submit homework referring to aspects of the cultural, economic, political, and educational systems of Germany - all the topics are prepared during the lectures in class and the Berlin's study trip.
